Safety, Environmental & Social Responsibility

BFPL is acutely aware of its responsibilities to maintain the integrity of the local environment, to observe regional heritage sensitivities and to protect the safety of its employees and the local community.

During the early planning stages, clear policies and operating procedures were developed by the company, in conjunction with expert consultants and the appropriate Government departments. These policies were observed rigidly during construction and commissioning, and are closely followed in the company's day-to-day operations.

Incident reporting procedures

BFPL recognises the need for rapid communication with a wide range of key stakeholders in the event of an emergency.

To facilitate this, the company has installed a state-of-the-art system called "MissionMode", which will enable BFPL to send mass alert notifications to authorities, emergency services, the community and companies operating in the area in the event of an incident occurring at the plant.

MissionMode is very sophisticated, leading-edge technology, which assists in compliance with the requirements of all key government authorities, while at the same time meeting local safety needs. Few resource sector companies in the Asia-Pacific region can match this capability.

Occupational safety and health

BFPL has in place a comprehensive Health and Safety Management Plan, developed to provide guidance to all parties associated with the project to achieve the objectives and standards set by the Corporate Health and Safety Policies of BFPL. The Health and Safety Management Plan provides advice on safe work practices and safety procedures, safety inspections and audits, incident and accident management and information concerning occupational health. The Plan details actions required to establish and maintain high standards.

Safety of staff, visitors to the plant and the local community is of paramount importance to BFPL. To ensure that staff are well-versed in emergency procedures, regular crisis simulation exercises are carried out at the plant.


Safety standards and general management procedures at the plant and ship loading facility at the Bulk Liquids Berth (BLB) jetty have been successfully audited by the UK-based Chemical Distribution Institute (CDI), an independent, non-profit making organisation funded by the chemical industry to provide inspection and audit data for risk assessment purposes.

It is believed that only one other terminal in Australia - the VOPAC terminal in Sydney - has successfully completed a CDI audit.

Environment

It was a condition of ministerial approval of the project that BFPL should meet a comprehensive list of conditions designed to minimise to any environmental impact during the construction and operation of the plant. This included the development, in conjunction with leading environmental consultants, of a Construction Environmental Management Plan (CEMP) to ensure the desired environmental standards are achieved for the life of the plant.

In addition to conditions imposed as part of the approval process, BFPL has declared its commitment to using best practice environmental management to minimise environmental impacts at all times.

Heritage

BFPL values the richness of Aboriginal culture in the Burrup Peninsula, where indigenous communities have lived for over 7,000 years. Accordingly, the company worked with expert consultants to develop its Aboriginal Heritage Management Plan, designed to minimise any impact on Aboriginal Heritage sites existing within the lease area.

During the construction phase a number of indigenous workers were engaged to ensure that existing Aboriginal sites were protected and preserved. All work in sensitive areas was carried out strictly in accordance with relevant conditions in the Aboriginal Heritage Act specified by the Minister for Indigenous Affairs.
